Attendees stand around a conference table as U.S. Consul, Russell Mott Brooks, enters the conference room accompanied by several members of his staff.. He motions to visitors to sit, as he sits at the conference table, flanked by intelligence officer, Jerome s. Nusbaum and another staff member. The visiting leaders are seated across from him. Several persons occupy chairs away from the table. Brooks begins by making a few remarks. He then listens to what the various leaders have to say. One speaks briefly. Then a lawyer, wearing French legal robes with a white jabot round his neck hanging down the front of his robes, makes what appears to be an earnest appeal of some kind. Among others participating is a man in a robe, wearing a fez. A woman secretary makes notes during the discussions.

Pedestrians fill the narrow streets of Tangier. Men, women, and children of all backgrounds walk. Muslim women covered in white clothes, a group of naval sailors in uniform. Children play and run in front of a building gate. Views of a few different streets and many cafes and shops on the sides. Inside a courtyard of a mosque, a man, woman, and child fill cups. They are accompanied by a man wearing a djellaba robe and a fez hat. They walk through an arched door of the Mosque courtyard.

Scene aboard the USS Samuel Chase (APA-26) as she approaches the pier in Casablanca port, during World War 2. Life preserver reads "USS Samuel Chase, USCG". American flag flies. Officers and men on deck. Ship's wake seen astern. Line handlers on pier, with hawser in their hands, walk across the pier to secure the lines. As Coast Guardsmen on the pier watch, a Scuffle breaks out among some local men on the pier. Several are knocked to the ground. Rifle-armed Moroccan gendarmerie in brown uniforms and red fezs, chase the troublemakers off the pier, and restore order. Crewmen are seen retrieving the ship's lines. The Navy Jack is lowered from the stern flag pole as the Chase begins to move away from the pier. The French battleship, Jean Bart, can be seen at an adjacent pier, beyond a group of intervening warehouses. A U.S. PBY aircraft flies overhead. Several scenes show crew members as they settle down for the voyage home.Several play acey ducey backgammon on deck. Some simply relax on the deck. Four crewmen play cards.
