President Franklin D. Roosevelt is being assisted on the seat of a jeep,by a group of men in pith helmets, on a beach. They climb on the jeep with the President. Next, the President and his associates drive slowly in the jeep, reviewing a large formation of U.S. soldiers assembled on the sand. Change of scene shows the President seated in a chair during a break in the Casablanca Conference. Behind him is General George Marshall, the Chief of Staff of the United States Army, Brigadier General William H. Wilbur, and Major General George Patton. The President reads a citation for the award of the Medal of Honor for General Wilbur. General Patton then steps forward and places the Medal of Honor around General Wilbur's neck, as the President adjusts it in the front.
