Film opens showing British Shanghai Light Horse 'A' Company parading along Bubbling Well Road in Shanghai, China, past crowds who have turned out in numbers to cheer for the International battalions of the Shanghai Volunteer Corps (SVC). Visible, in the background, is the clock tower on the clubhouse of the Shanghai Racing Club. View shifts to the reviewing stand, where Mr. Cornell Franklin, Civil Commandant and Chairman of the Shanghai Municipal Council, stands in front of military officers, Vice-Admiral Sir Percy Noble, Major General Telfer-Smollett, Colonel Price, Colonel Andreini, Lieutenant-Colonel Perretier, and Commander Takeda. Next, a contingent from 1st Battalion, Seaforth Highlanders, shouldering rifles with fixed bayonets, execute eyes left as they march past the reviewing stand. Opening scene shows policemen keeping things calm in a group of men gathered outside the Ford River Rouge plant in Dearborn, Michigan. Union organizers of the United Auto Workers (UAW) are passing out newspapers, or Union flyers of some kind. Policemen circulate among the men as this is happening. At time 00:37 a man is seen talking with UAW President, R.J. Thomas (Roland Jay Thomas). More scenes of men mingling. Policemen seen now include one on horseback. At time 00:52, R.J. Thomas is talking with his organizers again. Scene shifts to UAW women representatives passing out the papers to workers carrying lunch boxes. The women wear hats reading "Aux No 5." Views of policeman directing heavy traffic passing the Ford plant. A blind man with a cane is escorted across the street. Workers are lined up for buses.

The scene is repeated again and this time a group of young men and women step from the bus and walk along a pathway toward the building entrance (unseen). View shifts to inside the entrance hallway of the building, where doors are open to what seem like classrooms. Along the wall is a time clock and cards for persons. A succession of young men take their cards and "punch in" at the time clock, followed by several young women who do likewise.
