Scene is Wiesbaden Air Force Base, West Germany, during a three-day, French-directed war game, called Exercise Jupiter, involving Allied forces in Europe. An Italian Air Force crewman stands waiting, near an Italian de Havilland DH-100 Vampire Jet aircraft. Italian Air Force Lieutenant Colonel Romano Palmera arrives at the aircraft, in his flight suit, donning his helmet with oxygen mask and microphone connectors visible. He climbs into the cockpit of the jet as several airmen from his unit surround the aircraft. One helps Palmero with his seat, shoulder harness and seat belt. Closeup of the Colonel in his cockpit. Below the cockpit are stenciled the words: "Rompere qui in caso di Emergenza." (Break here in event of emergency). View from the side of Palmera's jet. Lieutenant General Lauris Norstad, commander in chief, of USAFE (United states Air force in Europe) is seen mingling with Italian officers as Italian fliers stand in formation in front of their de Havilland Vampire jet fighter aircraft on a flight line at Wiesbaden Air Force Base, West Germany, during Exercise Cirrus, an air exercise for the Allied air forces in Central Europe. General Norstad and the officers move to another group of Italian fliers in front of their jet planes. The fliers are in relaxed formation and attentive to the conversations between General Norstad and their commanders.

Film opens with glimpse of an American 1950 Buick sedan and two cars behind it, parked on a flight line near a line of Italian de Havilland Vampire jet fighter planes. Scene changes to General Lauris Norstad, commander in chief, of USAFE (United states Air force in Europe) making a brief inspection of a tent camp of the Italian Air Force fliers who are participating in Exercise Cirrus, an air exercise for the Allied air forces in Central Europe. He and Italian Air Force officers walk back to his 1950 Buick sedan staff car, parked on the flight line. The officers and General Norstad exchange salutes and hand shakes, and Norstad enters the back seat of his car. The Italian officers enter another 1950 Buick sedan, that displays 4 stars on its bumper. Change of scene shows General Norstad and others near some large olive drab tents where American fliers in flight gear are standing about conversing. General Norstad enters one of the tents followed by a photographer. He is followed by an unidentified U.S. Air Force Major General Who exits soon after and walks away. As Norstad emerges from the tent, the U.S. fliers move out of his way and exchange salutes with him as he passes. Shift in scene shows Norstad exiting another tent and then being surrounded by American and Italian officers. A field ambulance is seen in the background. General Norstad moves to the head of the group, accompanied by a U.S. Air Force colonel. Others in the group follow.

Project Cirrus, Wiesbaden Germany. Aircraft from a squadron of Italian de Havilland DH.100 Vampire jets move along a taxiway, after landing, to be parked. After they arrive and have shut down their engines, Italian ground crews maneuver the aircraft to park them at an angle, one after another, . Five men spin one aircraft completely around and back it into its desired position. One of them uses a metal tow bar to steer the nose wheel, while others maneuver the aircraft. Ground crewmen handle another arriving Vampire jet, in a similar fashion. C-47 support aircraft are seen in the distant background. Four Vampire jets buzz the field in formation as they prepare to break off and land..
