British Prime Minister, David Lloyd George, and party, arrive in Birkenhead, England, where the Freedom of the Borough is to be conferred upon him. As he steps from a car, his wife is already on the sidewalk being greeted by another woman. A policeman, military officer, and a judge, in powdered wig, stand on the sidewalk to greet the Prime Minister, as he shakes hands with the Lord Mayor of the autonomous County Borough.
