British Prime Minister, David Lloyd George, and party, arrive in Birkenhead, England, where the Freedom of the Borough is to be conferred upon him. As he steps from a car, his wife is already on the sidewalk being greeted by another woman. A policeman, military officer, and a judge, in powdered wig, stand on the sidewalk to greet the Prime Minister, as he shakes hands with the Lord Mayor of the autonomous County Borough. Several other officials and ladies join the group. Many spectators line the sidewalks. The Prime Minister standing on the sidewalk with several military officers, a policeman, and the Lord Mayor. David Lloyd George accompanied by military officers, proceeds to review a formation of troops.
