The President seated in a wicker chair on deck. President Hoover is brought by boat from the USS Arizona to the dock at Charlotte Amalie, the Capital of the U.S. Virgin Islands. A sailor jumps onto the dock from the boat. President Herbert Hoover is met by the Governor, Paul Pearson. Soldiers and sailors stand in attention.
