Secretary of State, Charles Evans Hughes, leads U.S. officials. He removes his hat and holds it as he walks past the camera. Persons gathered at foot of stairs including a man in clerical collar and bowler hat, holding a book. These onlookers applaud, as delegates pass them. As French contingent passes by, several officers acknowledge the ladies at foot of stairs.
