MacArthur emphasizes that charity begins at home. He questions the merits of America spending billions to fight communism abroad. In a United States Army Criminal Investigation Division Command (CID) office, a soldier is led by two CID special agents, one woman and one man. The CID special agents talk to a receptionist. The receptionist hands over paperwork to the male CID agent before they walk away with the handcuffed soldier, who is being charged with sexual assault. The two CID agents and the handcuffed soldier walks out of the CID field office. The soldier is put into the back seat of a car, which is a 1976 Chevrolet Impala.
