He replied that it was just the preliminary briefing about status of Nuclear Test Ban Treaty negotiations. He says that the provisions of treaty will be finalized in Moscow. Fulbright notes that the U.S. has initiated consultations for negotiating the final draft. In question. Regarding the person to sign the treaty, he says it is not yet decided . It may be members of committee or Secretary of State or it may be Head of States, and it would be finalized in 2-3 days.
