Sawyer, descends steps from the airplane and is greeted by Puerto Rican Governor Luis Munoz Marin and members of his Government. Car carrying the visiting party enters the portal of La Fortaleza, the Governor's official residence. A guard salutes. Inside the Governor discusses Puerto Rican affairs with Secretary Sawyer, referring to a map of the Island.
