Film begins with views from low flying airplane showing a domed building and government buildings in Vienna, Austria. Next, a city street with apartment buildings is seen. A slate is inserted reading: Isolated from the outside world by the blockade and financially ruined by the depreciation of the krone, one half of the population has been housed at the rate of four person per room." People are seen in a rural land settlement project. Slate explains: " The mission is aiding 22 land-settlements-cooperative building projects which are enabling groups of all classes to escape from the stricken city. 50% of the work is done by the settlers themselves. The average cost of one in the settlement shown is $170," Next, land settlers are seen at work constructing dwellings. Another slate reads: "With food prices beyond of even those who were formerly well-to-do, the land settlers raise the food which they cannot afford to buy." Men and women settlers are seen preparing plots of land to grow food. A settlement street is shown with people busy tending to the fronts of apartments.
World War I views of Russia including both pre Russian Revolution scenes and post-revolution scenes. Opening scene shows workmen and soldiers at a construction (or rebuilding site) in Russia. Ordinary shops seen, closed with metal barriers across their fronts, on a commercial district street. Russian troops marching in review before Tsar Nicholas II, and other mounted officers, in a square in Russia. A military band marching across the square, watched by Russian troops in formation and by spectators. In post revolution Russia, An open phaeton car drives into the midst of a crowd of Russian soldiers and civilians. Three principal occupants step from the car including an officer carrying a bouquet of flowers. (Some enthusiastic bystanders show great interest in the car. At least one climbs into it.) The car's occupants next appear on the balcony of the Hotel National in Moscow, where they are greeted by a large crowd assembled below them. Abrupt change of scene shows Russian Tsar Nicholas II, on horseback, reviewing troops, who hold aloft a banner reading "Warrier," among other things. He continues past civilians assembled, holding various banners.

A simple mosque tower seen in background. Several musicians play instruments in one section of the gathering. Camera pans across the attendees, Next sequence shows a series of Algerian cavalry charges in which they fire rifles, in demonstrations for the gathering. Some of the spectators (including camera) are shaded under a tent.
