Departure of United States Major General Charles Andrew Willoughby from Yokohama, Japan. Maj. Gen. Willoughby comes aboard a ship. He shakes hands with a group of civilians before he turns and walks up a gangplank. Japanese Premier Shigeru Yoshida, U.S. officers and Japanese civilians come off the ship after saying good bye to the Major General. Willoughby waves from the ship. The gangplank is pulled away from the ship and is lowered to the pier. Two sailors aboard the ship start to close the hatch doors. The ship alongside the pier. Dockworkers remove lines.
