Elements of the Red Army conduct field maneuvers in the Soviet Union. A soviet soldier prepares a message and fastens it to the collar on a dog. He then sends the dog to deliver it. Camera follows the dog as it crosses a wide field and then enters shrubbery where another Soviet soldier is concealed. He opens the message which the camera shows, containing tactical information. View of soldier leaving the concealed location and proceeding to an entrenched local headquarters and communications center where soldiers study a map and one makes a telephone call.
