U.S. Secretary of War Dwight F. Davis meets various officials. He represents President Coolidge at the Captain James Cook Sesquicentennial. He is accompanied by his daughters, Alice and Cynthia. Davis greets General Hines at Fort Mason, California. He boards the battleship the USS Pennsylvania and poses with his daughters. Captain Greenslade and Lester Maitland. The shipboard scenes show inspections, deck tennis, church services and physical training. A flag flutters from the foremast of the ship. Soldiers line up at the ship deck. The Governor of Hawaii Wallace Farrington arrives to greet Dwight. They inspect the guard of honor 64th CAC-AA. Dwight leaves for the royal Hawaiian hotel.

Dedication and unveiling of the Captain Cook memorial monument at Waimea, Kauai, Hawaii (Kaumualii Hwy, Waimea, HI 96796, United States). American navy launch, from the USS Pennsylvania, arrives and sailors tie it to a dock at Waimea, Kauai Island, Hawaii, as spectators watch from the dock platform, above. The launch displays the American flag as well as that of the United States Secretary of War. Secretary of War Dwight Filley Davis with his daughters Alice Brooks Davis and Cynthia Davis, disembark from the ship. They are joined by another gentleman, followed by a U.S. Navy Captain. Secretary Davis and his party pose for the camera. The captain also appears momentarily, saluting Secretary Davis. A U.S. Navy band and sailors are seen standing near a veiled monument. Camera focuses on a large British Red Ensign flag hung above the crowd, along with the Hawaiian flag and the American flag. U.S. Naval officers render military salutes as other ceremony participants give civilian hand-over-heart salutes or stand at attention. Ceremony guests are seated as American Boy Scouts distribute programs to them. Next, a contingent of British Marines is seen in formation on the square near the monument. The camera focuses next, on a contingent of American sailors, who came ashore from the USS Pennsylvania. Two little girls, Cecelia Cruikshank and Molly Gouveia (one American and one native Hawaiian) pull ropes to unveil the monument. British officers place a wreath from the King of England. The band plays again, as participants salute. U.S. Major General, Fox Conner, Commander of the Hawaiian Department of the Army, poses in front of the monument and is joined by Naval officers from a British Cruiser.

Holliday, his civilian aide, step from a launch bringing them from the USS Pennslyvania, to a dock at Honolulu, Hawaii. They are greeted by two Army officers and a Naval officer. An Army band plays on the dock, in the background. They are joined by Secretary Davis. In change of scene, the camera pans across the parade ground of Fort Shafter, where troops of the 64th Coast Artillery Regiment(AA) are seen marching in formation. Secretary Davis stands with Army officers reviewing the troops. Next, Secretary Davis is seen on steps of the U.S. Army tripler General Hospital, following a visit there. He is accompanied to his car. Scene shifts to the quarters of Major General Fox conner, Commander of the U.S. Army Hawaiian Department. The staff car carrying Secretary Davis drives into Honolulu, where offices of Goodyear International, and Royal Hawaiian Sales Company, Ltd. are seen along the street. The car parks, and Davis's military aide, 1st Lieutenant Lester J. Maitland, opens the door for a rear admiral, and Secretary Davis, who step from the car. Davis is dressed formally in top hat. (Slate indicates they are visiting opening ceremonies for the new Army and Navy YMCA in Honolulu.)
