Controversy idles Merchant marine crews and ships in Port of Le Havre, France

Aerial view shows the port of Le Havre in France, with no visible activity. The SS Liberte, SS Ile de France, and SS Antilles are docked but the port is idle. Several uniformed guards patrol the docks. In the town of Le Havre, merchant marine officers and crewmen emerge from building in town square displaying the French tricolor above its roof. Posters on either side of the building entrance read to the effect that the maritime Officers and men are right, about an issue in controversy. Many bicycles in evidence and several cars parked along street.
