The man in a hospital being treated with less food. A vision of Uncle Sam berates him. Later, recovered, healthy and trim, the man discards his medicines.

Uncle Sam emerges from his sugar bowl and berates the man, saying "Why don't you help save sugar?" The man looks into the sugar bowl but sees noone. He smiles and pushes the sugar bowl away. Moon, stars, wheat sheaves, moonlit farm scene, is transformed into National symbol of U.S. Food Administration.

Next animated scene shows German Kaiser Wilhelm II (with sign "Bill" above his seat) as he notices all his food is gone from his bowl. He demands an explanation from his chef and cook staff. Animated caricature of Paul von Hindenburg joins scene with the Kaiser. They go outside to a porch and view the army of food as it follows Uncle Sam the Pied Piper. The animated Kaiser Wilhelm II and Paul von Hindenburg leap into the sea and a sea dragon eats them. Sea dragon then holds up sign "Food wins the war."
