U.S. Navy Lieutenant paints on a billboard to promote 4th Liberty Loan Drive for Navy personnel in World War I
U.S. Navy Lieutenant Henry Reuterdahl is seen on scaffolding painting on large billboard in front of the Navy headquarters building, in Washington, DC. He is painting out part of the bow of the U-Boat illustrated on the billboard.The message on the sign reads: "Sink the U-Boat. Watch the bow." The billboard lists the amounts subscribed by Navy Department personnel in the first three Liberty Loan drives and leaves space for the fourth loan drive amount. A Rear Admiral comes out and speaks to Lt. Reuterdahl, from the ground. Scene shifts to crowd jammed into Wall Street, New York City, in front of Federal Hall, where French army soldiers stand on the steps and a large status board is hoisted above as part of the Fourth Liberty Loan Drive. The scene shifts back to the U-boat billboard, again, where the admiral has now joined Lt Reuterdahl on the scaffold. The Lieutenant is painting out more of the U-Boat image. He rotates the image of the U-Boat upwards, revealing that it is maneuverable. Scene shifts to Federal Hall on Wall Street, again, with more views of people engaged in Liberty Loan activities. The last scene shows a man leaving what might be a court house. He has a newspaper under his arm. He pauses to light a cigarette, when the postman comes by and gives him a post card, which he examines with satisfaction. (Presumably it acknowledges something related to Liberty Bond purchase.) Liberty Loan Drive in New York City during World War I
Fourth Liberty Loan Drive activities in New York City during World War 1. Crowd lines sidewalks to watch as a New York City Policemen's brass band leads a parade along an avenue. A sign on building, above the spectators reads: "Buy Bonds to Arm Armies." A color guard of policemen follows the band, and behind them, a group of mounted policemen moving two-by-two, ahead of a formation of policemen. Scene changes to a street filled with people. Some hold flags and signs. A crowd hangs the Kaiser in effigy outside the Woolworth Building, at 233 Broadway ( between Park Place and Barclay Street in Lower Manhattan, opposite City Hall). Sign on the building reads: "Fight Buy Bonds." Above, a dozen business men watch the events from the window of the Irving National Bank. Gate of the first floor Rathskeller is seen at sidewalk level. Soon, another effigy of the Kaiser is seen swinging from a rope. Both dangle from the third floor of the Woolworth Building. Scene changes to a brass band playing in the street. Workmen are seen on the marquee of a building being renovated. A sailor stands in their midst giving a speech. The workmen applaud. Sailors burn effigies of the Kaiser and German Crown Prince when finished using them to promote Liberty Bond sales.
After having used cardboard cutouts of the Kaiser and German Crown Prince, in the Fourth Liberty Loan Drive, U.S. sailors dispose of them. Sailors are lined up at the Naval Supply Depot in New York City, watching as several of them hang a cardboard cutout effigy of the Kaiser over scraps of wood, which they set afire. All the sailors jump and cheer as the smoke and flames rise. They throw paper on the fire to help it burn. Others swing a cardboard effigy of the German Crown Prince, over the fire. As the sailors dance about and cheer, and the fire burns, one of them performs acrobatic tricks in front of the camera. Others come forward and dance for the camera. Finally, a hose is brought to the scene and used to extinguish the fire. (World War I; World War 1; WWI; WW1)

On this occasion he delivers a speech in front of a large gathering. He also reviews a parade of 10,000 mill workers. Mill workers loaded in trucks and other vehicles move past people in a street. Two thousand women workers meet on William Penn Way in Pittsburgh to participate in the Fourth Liberty Loan Drive.
William Penn Way, in the center of Pittsburgh, is jammed with women preparing to participate in the 4th Liberty Loan Drive in that city. Sign for a business establishment, named Thompson's, is seen. In another scene a banner identfying the Naval Recruiting Station, hangs above the crowd. A view looking down from a building overlooking the scene, shows women seated at long tables streching across the street, from curb to curb, for a so-called "Trench Breakfast." Other women move between the lines of tables, to serve. After the breakfast, several speakers stand on the tables and deliver motivating talks to the women, Among those seen are a U.S. Navy Commander; U.S. Army Captain, Walter Richard Flannery (who was decorated with fhe Distinguished Service Cross for heroism in the Battle of the Marne); Navy Secretary Josephus Daniels; and Alexander P. Moore, Publisher and editor of the Pittsburgh Leader newspaper. Change of scene shows dense crowd filling street.
