A United States World War II propaganda film depicts Japanese psychology and living habits. Japanese mythology explains the origin of the Imperial Family. Japanese people celebrate the 2600th anniversary of mythological founding of Japan in 1940. Men, women, and children parade with Japanese flags. A man wearing Sendaihira hakama formal wear leads crowd chanting. A huge crowd gathers for the celebration. United States Secretary of State Cordell Hull visits Japan. Secretary Hull arrives in a conference to discuss about peace in the Pacific Theater. U.S. President Franklin Roosevelt speaks about the diplomatic efforts to maintain peace in the Pacific Theater. President Roosevelt seated on a ship with General Douglas MacArthur on one side and Admiral Chester Nimitz on the other. Japanese Ambassador Kichisaburō Nomura hands a document to Ambassador Hull after the attack on the Pearl Harbor had begun one hour earlier (unbeknownst to the meeting attendees). Soviet advisors in China during the Second Sino-Japanese War (WW2)
Opening scene shows a group of Chinese school children posed under a large Chinese Nationalist KMT) flag during the 2nd Sino-Japanese War (World War II). Their teacher keeps them in order. Behind and beyond the are many Chinese people, all seemingly aware of being photographed. A glimpse closeup of older children and the teacher. Next, Soviet Lieutenant General Vasily Chuikov, advisor to Chinese Generalissimo Chiang Kai-Shek, steps from a building, smoking a cigarette. He is accompanied by a Chinese officer. Immediately, they are joined by another Soviet General (also smoking a cigarette). The three converse, while standing next to staff cars. Several Chinese officers bid Chuikov farewell and he gets ready to enter a car in the foreground. Scene shifts to a city square where animal-drawn carts pass by a building with a Red Star on the roof and Russian writing across its top that reads: : "ОСВОБОПИТЕПЬНЦЕ" (Liberator). A huge replica medal hangs across the face of the building with a bas relief of Stalin on it. Closeup of the building front. A local boy shines the boots of a Russian soldier, while another boy sits next to him. Glimpse of street scene. Sidewalk vendors line a block in the city. Food is cooked. Light snow seen on grassy spaces. A major park-like circle is seen containing a monument. A large building across the park displays a red star on its roof and an elaborate large decorative medal, suspended from the roof, containing a bas relief image of Joseph Stalin. J Edgar Hoover notes that German agents communicated through a Long Island radio station that was secretly controlled by the FBI. Hartwig Kleiss is seen showing the blueprint plans of the steamship SS America, including plans for its secret gun emplacements. Fritz Duquesne is shown in the film, removing diagrams of various American arms that he had concealed in his sock Japanese agent Takeo Ezima, of the Imperial Japanese Navy, is also seen meeting in the hotel with Harry Sawyer.
