Film 'Lights and Shadows in a city of Millions' shows poor foreigners and immigrants being taught by community workers in Detroit. Visiting nurses going on their daily rounds. Nurse gets into a house where community aid is required. Sick child lying in bed. Nurse wipes sick child's face with wet cloth. Number of children being taken care by the community. Views of the waiting room of a community health clinic, and views of a hospital ward for children, with many children in hospital beds and nurses atending to their needs. A disabled man who has benefited from community programs rolls down a ramp in a wheel chair. Inexperienced housewives are trained by community women. They teach a housewife how to bake muffins. A woman removes finished muffins from a early 1900s oven and inspects them. Two women bake together and remove more muffins form the oven.

Huge Model of battleship is focus of Victory Loan Drive in Manhattan, New York City

A 250 foot model of a battleship is center of attention for Navy recruitment and Victory loan Drive, in Union Square, New york City. Women Navy Yeomen (F) of the U.S. Navy Reserve, line the decks of the "ship." People are walking around the ship during the entire time. The women yeomen wave to the crowd. A large sign above reads: "Men wanted for U.S. Navy, apply here." Sign on the stern reads: "Speed the Navy's Victory Loan Ship to victory..." and advertises a Victory Loan Show, to be held April 21, 1919. On the ship's top deck, a yeoman(F) types at a telegraph machine,as another turns a cros-shaped signal. Several yeomen (F) pose on the deck, nearby. View from the ground of Photographers on the stern deck taking pictures of the assembled women yeoman. Scene shifts to aboard the ship, where the Yeomen (F) stand in formation in a double row around the foredeck. Facimile guns are seen. The yeomen salute two Naval officers, in unison. Panning closeup of the yeomen and the ship's guns. The yeomen adjust their formation with eyes right. They execute close order motions at the direction of a Naval officer. Another officer carries a Yeoman recruiting poster to the foredeck. The yeomen continue their maneuvers and then are dismissed from formation. Several are given brooms and put on a show of sweeping the foredeck. Sailors are packed into a smaller boat nearby with a sign reading: "Buy Liberty Bonds at this Battleship."

The aircraft ditching in the water.Crew evacuates from the ditched aircraft in 6-man life rafts. They employ their various survival gear, including Gibson Girl radio with balloon-mounted antenna, signal mirrors, fishing gear, dye marker, and smoke flares. They are spotted by an Army Air-Sea rescue Douglas A-24 aircraft. The aircraft reports their position and a rescue boat is dispatched to their location. They are reached by U.S. Army air sea rescue boat, number P-249 (An 85 foot, wooden, gas- powered boat, built by Eddy Ship Building, Bay City, Michigan). Crewmen are taken aboard and given refreshments.

The event includes a Jubilee of Lights, celebrating the 50th anniversary of Edison's electric light. People holding umbrellas, stand on platform of the Smithcreek Railroad depot, which has been moved to the village. Steam issues from antique locomotive parked on far track. An 1850 steam locomotive decorated with American flags, pulls a 3-car train into the depot, with its bell clanging. Secret Service agents step from the moving train to take up positions on the platform.U.S. President, Herbert Hoover, escorts Thomas Edison, down the steps of the train to the platform. Mrs. Hoover follows, along with Henry Ford, who moves quickly down the steps, as other notable guests also alight. The President, and Mrs. Hoover, along with Edison and Ford, enter a car and proceed in a motorcade through the city of Detroit. Tickertape is seen descending from the city buildings. A speaker stand at steps of City Hall is decorated in patriotic bunting and displays pictures of Hoover and Edison, and a sign reading: "Light's Golden Jubilee." Guests remaining at Greenfield village are taken on guided tours in horse-drawn carriages. Many who walk carry umbrellas. Among building seen are: An 1828 toll house and shoe shop;Blacksmith shop; a tintype studio of the 1880s; an 1830s post office and apothecary shop, from Phoenixville, Connecticut; the Clifton Inn, on the village green; a General store, from Waterford, Michigan; the Village Town Hall; and the Martha Mary Chapel. Interior of museum galleries, with guests in formal attire assembled for a candle light banquet, while at the Menlo Park exhibit, Edison, with assistant, Francis Jehl, re-enact the successful demonstration of a carbon filament electric light. William Eugene "Pussyfoot" Johnson raids an illegal distillery in Sioux City, Iowa during Prohibition.

A staged news film showing Prohibitionist William E. Johnson (aka "pussyfoot") accompanied by uniformed police officers raiding a rum liquor still, in Soux City Iowa. The officers kick open the doors of the distillery, and pull a man out. Then, from inside, two law enforcement men carry out a simple piece of distillation apparatus. Johnson sheds his coat jacket and proceeds to destroy the still equipment with a sledge hammer, bashing holes in the container and breaking pipe and distillation coils from the device. (Note: a slate alludes to Johnson losing an eye while crusading in London. That occurred on November 13,1919, when he was publicly "teased" by medical students who carried him on a stretcher through the streets. Johnson lost sight in one eye, after being struck with an object thrown by a spectator.)
