In a speech from the White House, American President Franklin D Roosevelt announces the signing into law of the Selective Service Registration, the first peacetime draft in United States History. President Roosevelt proclaims that the first registration under the Selective Training and Service Act of 1940 shall take place on Wednesday, the sixteenth day of October, 1940 between hours 7 AM and 9 PM.

Willkie expresses his gratitude towards those who voted for him. He speaks on topics such as unity among people, national defense and free way of life for American Nation. Republicans monitor election returns during the U.S. 1940 National Elections
Huge boards listing the 48 States and their respective voter demographics, are set up in a Republican headquarters during the 1940 U.S. National elections. Three men on ladders, update election information on the boards, as returns come in. A large poster of Wendell Wilkie is at one side of the boards and one of Charles McNary on the other. Newspaper and radio reporters, and Republican supporters fill the hall. It is late at night, and some tired campaign workers are seen sitting with feet outstretched on the floor at the back of the hall. Noise of conversation fills the room as people discuss the election returns being posted.

Posters of Wendell Wilkie and Charles McNary flank the status boards. Newspaper and radio reporters, and Republican supporters fill the hall. Suddenly cheers erupt among the crowd as candidate wendell Wilkie enters the hall and walks to a set of microphones. The crowd chants: "We want Wilkie,"preventing him from speaking.After some call for quiet, the room settles down. Wilkie tells the crowd: "I never felt better in my life," eliciting cheers.He speaks of being part of the greatest crusade of this century. Scene shifts to volunteers resting with feet outstretched in back of the hall. (It is well past midnight, and now November 6th.) Some are sleeping.
Good wishes and contributions to March of Dimes flood White House for President's Birthday, 1940
U.S. Post Office mail trucks delivering many bags of mail to the White House, Washington, DC, on the occasion of President Franklin D. Roosevelt's Birthday, January 30, 1940. Inside, stacks of letters are seen and women sort through them and empty coins from many of them. (These are contributions to the March of Dimes Campaign to fight Polio, instituted by President Roosevelt in 1938.) A huge birthday cake is also seen and men shown carrying it into the White House. Camera focuses again on the stacks of postal letters and coins. Several open letters contain dollar bills, as well. Mail carriers continue to bring in and empty mail bags. (World War II period).
