Ninth National Convention of the Communist Party USA held in New York City, 1936. State delegates are seated in areas marked by State Name Placards. Huge banner shows likeness of Party leader Earl Browder and words: "Against Hunger Fascism War" Some delegates carry a large floral hammer and sickle display and other flowers through the hall. Massed flags display the hammer and sickle. Bright lights sweep over the hall illuminating sections of delegates as they wave their respective State placards.
