Secretary Hull arrives in a conference to discuss about peace in the Pacific Theater. U.S. President Franklin Roosevelt speaks about the diplomatic efforts to maintain peace in the Pacific Theater. Next, Soviet Lieutenant General Vasily Chuikov, advisor to Chinese Generalissimo Chiang Kai-Shek, steps from a building, smoking a cigarette. He is accompanied by a Chinese officer. Immediately, they are joined by another Soviet General (also smoking a cigarette). The three converse, while standing next to staff cars. Several Chinese officers bid Chuikov farewell and he gets ready to enter a car in the foreground. Scene shifts to a city square where animal-drawn carts pass by a building with a Red Star on the roof and Russian writing across its top that reads: : "ОСВОБОПИТЕПЬНЦЕ" (Liberator). A huge replica medal hangs across the face of the building with a bas relief of Stalin on it. Closeup of the building front.
