"Operation Firestop" at Camp Pendleton, California. A helicopter lands and personnel board the helicopter. Helicopter in flight. Fire retarding chemicals being tested by rotating treated materials through flames, in a laboratory at the University of California, Berkeley. Field testing by spraying fire retardants on a grass field at Camp Pendleton, and then observing their efficacy when the field is set afire. Large group of firefighters on hill, participating in "Operation Firestop," watch a helicopter flying below them during tests. A truck laden with bags of chemicals, makes its way up a hill through brush.

Final view is a closeup of Ted Allen posing with his face framed by a horseshoe. (Note: Ted Allen was born in Kansas. His family moved to Colorado in 1922; to Oregon in 1932; to California in 1933; and finally back to Colorado, in 1936.)
