On May 3, 1947, Emperor Hirohito informs the Japanese people that the Constitution of the State of Japan is now in effect.
Japanese Emperor Hirohito (Emperor Shōwa) addresses the Japanese people on the grounds of the Tokyo Imperial Palace. Many Japanese flags fly from tall poles. A bandmaster conducts a seated military band. A chorus of young women, each wearing a chrysanthemum pin, singing. The bandmaster, standing on a chair, conducts both band and chorus. A formation of National Police Reserve salutes. Spectators, gathering before the main stage and podium, raise their arms and shout Banzai in unison, three times. A contingent of Japanese police, in helmets and riot gear, double time in formation. A National Police Reserve color guard holds the Japanese National Flag and a flag bearing image of a white dove. A limousine arrives and greeters bow. Emperor Hirohito steps from the car followed by Empress Nagako (Empress Kōjun). They climb up stairs to a stage. Emperor Hirohito and Empress Nagako on stage. A man reads over a microphone. People watching. Japanese Prime Minister Shigeru Yoshida delivers his speech with a paper. Emperor Hirohito reads his Proclamation. A huge crowd is seen listening to the Emperor's announcement. Emperor Hirohito and Empress Nagako lead the crowd shouting Banzai three times for Japanese eternal prosperity in the future. The program Master of ceremonies bows down to Emperor Hirohito before leaving the stage. Emperor Hirohito tips his hat three times.

Spokesman for Jewish Agency for Palestine and National Council of Jews of Palestine presents statement to UN Security Council
Meeting of the United Nations Security Council at Lake Success, New York, in 1947. A representative of the Jewish Agency for Palestine and National Council of the Jews of Palestine [possibly Abba Hillel Silver] presents a statement approved by those groups on march 23, 1947. They object and are disappointed in the position taken by the United States regarding Palestine's administration, and state that at the end of the mandatory administration, a provisional Jewish Government will be established, not later than May 16th. The Soviet Union's representative to the UN, Andrei Gromyko, is seated at the same table, wearing dark glasses.
Demonstrators, including women, are arrested during a strike in Hollywood
Street is filled with members of two Hollywood labor unions engaged in jurisdictional disputes. Demonstrators are arrested by police and led away, to be loaded into a paddy wagon. Three women are arrested. One of them holds a sign that reads, 'Raises Now, Peace in 1947' Another sign seen in the crowd reads, 'No Scabs.' The International Alliance of Theatrical and Stage Employees (IATSE) is in conflict with Conference of Studio Unions (CSU). Police keep peace and escort some demonstrators away individually. Others are loaded into police wagons. Some posters carried by workers call for labor peace in 1947.
