McNarney seated at a desk delivers a speech on taking over United States Army General Dwight D. Eisenhower's command. He states "it is my policy to follow out the policies laid down at Potsdam and so ably carried out by General Eisenhower. I have not forgotten who started the war. The German people as a whole supported it and they must be made to realize their responsibility. Germans must work out themselves.
