Naval Operating Base, Hampton Roads, Virginia (renamed U.S. Naval Station Norfolk, in 1945 ). U.S. Navy Commander seated in a chair aboard a ship. A large group of civilian businessmen and officials pose on board a ship with several American Navy officers and one British Naval officer, for a photograph. Some of them stand and some are seated. One civilian stands in front of the group and poses with an American Navy Captain. Change of scene shows Admiral Way on the Navy Base, containing mansions and other structures from the 1907 Jamestown Exposition. It is a very windy day and several civilians are seen on a sidewalk and entering a large building on Admiral Way. Numerous Navy personnel in uniform are seen in the area, including a number of Naval officers entering that building and others heading there along a sidewalk. Residential mansions are seen in the vicinity along Admiral Way.

A U.S. Navy training film titled 'Medicine in action: Head injury of a battle casualty' about the treatment and recovery of a soldier wounded during World War II. Private Wilmer of the U.S. 6th Army. Private Wilmer arrives in Naples in an ambulance. He boards a hospital ship in England and leaves for North Africa. At a camp he talks to other injured patients. Private Wilmer gets off a jeep and boards U.S. Army hospital ship Acadia to leave for United States. At Walter Ridge hospital he moves his hands and legs to demonstrate physical normality after being injured. Doctors administer anesthesia on his scalp and work on the wound. After treating the wound the scalp being closed and bandaged. Private Wilmer after recovering from the injury. He walks out of the hospital after being discharged.

They ascend the gallows and final charges and sentence are read to Gierens. Next scene shows bodies stacked up at the Bergen-Belsen concentration camp operated by Nazi Germany. Scene returns to the gallows, and a hood is placed over Gierens' head. View of Allied army officer witnesses, in formation, at parade rest. Noose is placed over Gierens' hood. They are seen hanging from four gallows in a line in a public square while a large crowd, possibly Soviet citizens, looks on. (Notes: Regarding the execution of Gierens in the opening scene: German civilian Matthias Gierens was a 37 year old railroad worker. He was executed for the August 15, 1944, murder near Priest, Germany, of a downed American airman, who was later identified as U.S. Army Air Forces 2nd Lieutenant Lester E. Reuss. Gierens and three other German civilians, Peter Kohn, Peter Back, and Matthias Krein, were convicted on June 2, 1945 in Ahrweiler, Germany, of the murder. Their trial was the first Allied trial in Germany of civilians charged with a war crime.)
