During his visit to French Indochina, Marius Moutet, French Overseas Minister, visits King Norodom Sihanouk of Cambodia. Uniformed guards stand before the Throne Hall in Phnom Penh. Minister Moutet arrives in a car and is greeted by the King who has arranged a formal reception for Minister Moutet. Cambodian officials and officers form a line to meet the French Minister. Refreshments are served and officials mingle and converse. The King stands at palace steps and bids Minister Moutet farewell.
Secretary of State George C. Marshall and his wife, Katherine, arrive in a U.S. Air Force C-54 and descend steps from the aircraft. A reporter interviews Secretary Marshall on his arrival. State Department officials accompany him in a car as he departs the airfield.
President Harry Truman and former Secretary of State, James F. Byrnes, are among those present as George C. marshall takes the oath of office as Secretary of State, in the oval office of the White House. Afterwards, he walks out of the White House and down the block next to the Old Executive Office Building. This particular helicopter is one of the first four Sikorsky S-51 helicopters ordered by the U.S. Navy in 1946 for use in Operation High Jump operations in Antarctica.
