A train gives departure signal. People walk on a street. Officials in a meeting discuss the re-employment problem in Bridgeport, Connecticut. Social agencies deal with personal problems of the people. The Mayor of the city shows a plan for the city's development during a meeting. 'Community Advisory Service Center' board at the entrance of a building. People walk in and out of the building. A machine operator comes for help and is interviewed by a councilor at the Community Advisory Service Center. He gives a conduct test at the center.
