Men of the CCC sit and eat food in a forest. Men and women participate in a walkathon during the days of the economic depression in 1933 (the scenes look also like those from a dance marathon, with exhausted couples clinging together late in the marathon). That is followed by a series of still pictures showing various designs of German rocket pioneer, Reinhold Tilling. Next, the airplane used to test fire Tilling's rockets at altitude, in 1933, is seen, with rockets slung beneath its wings. Pilot is seen climbing into the airplane cockpit. This is followed by series of photographs taken from the ground as rockets are fired from the plane. The airplane is seen small, at altitude, in some. Scene shifts to fire raging at one of Reinhold Tilling workshops, at Osnabruck, Germany, where he and two assistants were fatally injured when gunpowder charges they were compressing for rocket engines, exploded on October 10, 1933. Slate (in German) reads German rocket pioneer engineer Reinhard Tilling shot one of his rockets, on Tempelhof Feld near Berlin, 800 meters into the air. The rocket landed 500 meters away from the launch site, on November 13, 1932. Change of scene shows men standing in a boat on Lake Dümmersee as they retrieve a Tilling postal rocket from the water. Its wings are extended in the glide position. Views of other boats on the lake and of men holding several folded postal rockets.

The American Interplanetary Society's first liquid fuel rocket is launched from Staten Island in New York, United States in 1933. George Edward Pendray of the AIS, and his associate preparing for the launch. The 7 1/2 foot rocket is placed on a stand. Other men look on. The rocket, fueled with gasoline and liquid oxygen, takes off. Its fuel tank overheats and explodes moments after takeoff and the rocket crashes to the beach below. (From a November 10, 1958 newsreel recounting events 25 years earlier. The world's first successful liquid fuel rocket was launched by Robert Goddard in Auburn, Massachusetts, on 16 March 1926. This film records the first such attempt under auspices of the American Interplanetary Society, in 1933. )

They converge on the main plaza (Zócalo) where President Manuel Ávila Camacho stands on the balcony of the Presidential Palace, with his wife, Doña Soledad Orozco García de Ávila Camacho, and members of his staff. View from a high point overlooking the plaza, showing thousands massed with the Mexico City Cathedral in the background. Narrator states that citizens protest against axis sinking of unarmed mexican ships. Flags of the United States, and allied flags are displayed. Flags are waved in salute for their dead comrades, by Survors of the SS Potrero del Llano, a Mexican ship torpedoed by the German submarine, U-564, on May 13, 1942. Camera pans over the square filled with people and banners. Next, President Camacho is seen asking the Mexican Chamber of Deputies for a declaration of war.
