Ambassador Messersmith gives testimony about Hans Eisler and Dorothy Thompson related to his own time in Berlin Germany in the 1930s on behalf of the U.S. State Department. He references his work with U.S. diplomat Sumner Welles. He says that he read the Eisler file to refresh his memory. He says that although they were not involved in the war at the time the responsibility on the State Department had increased. He talks about a case related to columnist Miss Thompson. He looks into his papers He talks about the time when he was posted in Berlin and Austria and she made a number of visits. He laughs. He tells about officers who showed prejudice in examining visa papers.

A bond rally at former President Franklin D. Roosevelt's home in Hyde Park. In a drive organized by the War Activities Committee of the Motion Pictures Industry, Hollywood stars sell war bonds. Mrs. Eleanor Roosevelt seated in a chair. Hollywood celebrities including Merle Oberon receives applications to register for the Roosevelt bond.

Workers at machines as they assemble the armatures into the motors. Men attach an iron chain to a motor and place in onto a part of the locomotive. Railroad cab being placed on wheels. Seen is Locomotive number 10300. This is a Class EP-3 electric Quill locomotive, Type: 2C-1-1-C2 (passenger), Drivers: 68" diameter. It displays lettering: "C M & St. P," and will run on the Milwaukee Road (Chicago Milwaukee St. Paul and Pacific Railroad). A different locomotive: Pennsylvania Railroad Class DD1, runs down a railroad track.
