Bootleg whiskey and liquor is brought up from an underground storage area via elevator and loaded onto a truck. A crowd watches along a city street as the liquor is loaded into the truck. Next scene shows the truck backed up to the edge of a lake or large body of water. Officials smash and break barrels and cans with spades and pick-axe to drain the illegal liquor. They smash beer bottles and empty barrels in the water. Final scene shows a group of men picking through the empty bins, bottles, and barrels, looking for leftover liquor. A man raises a bottle to his mouth to drain it. Another man finds a smashed can with some leftover liquor and he drains it into a jar.
Emperor (Kaiser) Karl I is enthusiastically greeted by the liberated population of Czernowitz, Capital of Bukowina (Bukovina or Buchenland) following the reconquest of the city by Austro-Hungarian forces during World War I. His car drives down the cobblestone main street, and citizens heap it with bouquets and throw flowers. The Kaiser stands and salutes the crowd. The Kaiser acknowledges the speech of the Burgomeister and receives more flowers from little girls. Then the Kaiser returns to his car and drives away to the continuing cheers of the crowd.
