They return and announce unanimous decision to reject the request, on grounds that they are operating under Public Law 601 and have not the authority to deviate from their charter under that law. The attorneys then request that previous witnesses, whom they accuse of giving false testimony, be recalled. The motion is denied and John Howard Lawson is called to testify.

She suggests congress legislate a bill of rights for those who warrant it that would not protect the rights of agents of a foreign government, which she considers communists to be.
