A large crowd of Algerians and Colonials gather at airport to witness arrival of Resident Minister of Algeria, Robert Lacoste. He arrives on a DC-3 aircraft and is met by local officials, military officers, and Algerians holding Algerian tricolor flags. He rides through the streets in a motorcade. A large crowd of civilians gathered on either sides of the streets awaiting the arrival of the motorcade. They hold banners which read "hunneur Soustelle" and "vive Soustelle". A very large crowd is gathered in front of a building with "Compagnie Generale Transatlantique" inscribed upon it. People surround and stand upon a French army tank. French marines (Fusilliers-Marin),army troops and police, attempt to control the surging crowd. French officers on a white horse, brandishing sabers, attempt to establish order. A fallen spectator is picked up by police. Governor General Jacques Soustelle is protected by a phalanx of officials and police. Someone holds aloft a tricolor flag with the French Resistance Cross of Lorraine on it. A man climbs on a makeshift ladder to a porch on the building, where a derrick and construction site is seen.
