A Brazilian official arrives at the Navy yard, by car and reviews an honor guard. U.S. and Brazilian sailors and officers in dress white uniforms stand at attention as the Official is welcomed aboard the ship. The deck is crowded with American and Brazilian Navy personnel and guests. Various protocols are followed and speeches given to effect the turnover and recommissioning of the ship, as the Brazilian Barroso (C-11).
