A Brazilian official arrives at the Navy yard, by car and reviews an honor guard. The deck is crowded with American and Brazilian Navy personnel and guests. Various protocols are followed and speeches given to effect the turnover and recommissioning of the ship, as the Brazilian Barroso (C-11).
