As film begins, interested parties are seen filling seats in New York City Hall to attend a public meeting to witness and hear reports of the New York Board of Estimates and Apportionment. Mayor Fiorello LaGuardia occupies a head chair as members of the Board begin to take their seats. LaGuardia makes some comment with expression of irritation. During a break at a ceremony honoring wing commander Colonel Peyton Gibson, a morale building session for the436th Reserve Troop Carrier Wing is held at Floyd Bennett Field in New York City. The 436th Reserve Troop Carrier Wing selects it's beauty queen who will compete nationwide for the Miss Air Force title. Planes in the background. Fiorello Henry La Guardia, Mayor of the City of New York, speaks with large group of citizens, including a number of clergymen (seen at front of auditorium) regarding matters related to the City Fire Department. In separate scene,likely in the Borough of Queens, New York City firemen give citizen volunteers a chance to experience some aspects of firefighting. Several citizens line up and learn how to discharge ordinary fire extinguishers, such as found in public buildings, like schools. Volunteers experience what it is like to wear protective firefighting gear. With help from a Fire Department Officer (in white cap) several volunteers try to control a high pressure hose and direct water onto a pile of debris set up for the occasion. (World War II period).
