Huge boards listing the 48 States and their respective voter demographics, are set up in a Republican headquarters during the 1940 U.S. National elections. Three men on ladders, update election information on the boards, as returns come in. A large poster of Wendell Wilkie is at one side of the boards and one of Charles McNary on the other. Newspaper and radio reporters, and Republican supporters fill the hall. It is late at night, and some tired campaign workers are seen sitting with feet outstretched on the floor at the back of the hall. Noise of conversation fills the room as people discuss the election returns being posted.

Bombs impact and smoke rises up. Italian tanks roll and troops advance. A military truck. Italian Army soldiers load shells in an artillery and fire it. Greek Premier Ioannis Metaxas reviews an honor guard in Greece. Greek soldiers march in review. Scottish soldiers in skirts also march at the parade. Italian soldiers in Sidi Barrani, Egypt. Soldiers fight and advance across a field.
A line of U. S. Destroyers tied up in a port. In the line of ships are seen DD-121 ( USS Montgomery), and DD-122 (USS Breese), both Wickes Class Destroyers that saw action with the U.S. Navy in World War II. Workers, including welders and such, are seen repairing and otherwise preparing 4-stacker destroyers for transfer to Britain in the so-called "Destroyers for Bases Agreement" of September 2, 1940.The USS Hale (DD-133) a 4-stacker Town Class Destroyer, later commissioned as HMS Caldwell (I-20), is seen underway in a channel. Numerous scoring scenes are shown in the course of the film, many of them involving long set shots. (Oklahoma won 23 to 22 and advanced to the Semifinals.)

Uniformed guards unload cartons containing lottery numbers of men registered for the draft under the Selective Service Act of 1940. They bring them into the Andrew W. Mellon Auditorium at 14th Street and Constitution Avenue in Washington DC. Inside the auditorium, they empty capsules, containing the numbers, into a large glass container, under the supervision of U.S. Government civilian officials. Numerous American Legion members in uniform also assist.
