NATO "Exercise Monte Carlo" in Germany. Marshal Alphonse Juin of France, Commander-in-Chief of Allied Forces Central Europe, arrives by car and is greeted by Lieutenant General William M. Hoge, Commander of the United States 7th Army . (General Hoge is also the Maneuver Director.) NATO military observers accompany Marshal Juin. They all walk through the woods to an encampment. German officers assembled in a field. A civilian official converses with a French General in the field. Marshal Juin, relaxed with cigarette in his mouth, smiles and jokes with German soldiers.
As part of the NATO forces, U.S. 7th Army tanks, troops, and artillery participate in "Exercise Cordon Bleu" with Central Army Group and 4th Tactical Air Force. One object of the exercise, among others, was to improve coordination of NATO forces of various types and nationalities. American M24 tanks move past a monitoring team parked at side of the road during the exercises in Germany. Another scene shows soldiers on motorcycles moving along a road and heavy armor following. A mortar team in the field. Infantry in defensive positions. A tank is guided into a firing position. Gunner on top of tank. Tank turret rotates. The name: "Austerlitz" painted on the turret. Tank commander looks through binoculars. Several NATO aircraft fly overhead and swoop low over water area. A tank rolls over a bridge, past Marshal Alphonse juin of France, Commander-in-Chief Allied Forces Central Europe, who is standing at side of road. Two F-80 jet fighters swoop low overhead. Marshal Juin is joined by two French officers, one a tank commander in helmet and goggles.
French colonials, carrying French tricolor flags, and Vietnamese civilians, carrying North Vietnamese flags, mingle with French and Vietnamese military and officials, outside airport. men carry a huge banner. The banner reads 'Viet Nam Lao Dong Lien Doan', meaning: Vietnam Labor Union. A group of young Vietnamese women, carry flags and chant. Small Vietnamese children wave flags. A DC-3 aircraft, with North Vietnam flags in the windows, taxis to a stop. North Vietnamese leader, Ho Chi Minh, emerges, followed by Jean Sainteny, delegate from the High Commissioner of France. Ho Chi Minh is immediately surrounded by high ranking French officers and officials and press and photographers. A little Vietnamese girl presents him flowers. Ho Chi Minh makes a public statement into two microphones covered by hankerchiefs (to muffle wind?).

Army officers and city officials wait outside the building on the steps.A few officers come down the steps and wait. General Charles De Gaulle comes out of City Hall accompanied by Mayor LaGuardia.. The General stands on top of the steps and raises his arms in a giant "V" to the crowd. The Mayor then guides him to a bank of microphones set up at the base of the steps. Mayor LaGuardia makes a few remarks and concludes raising his right arm and shouting: "Vive la France." General de Gaulle, then speaks into the microphones. The Mayor and the General shake hands.
