This was a Nazi German effort to continue the Tour de France during World War II. Large crowds gathered to watch the cycling event on the streets of Paris. Marshal Petain is called to be the leader of Vichy France in the wake of WW2

End of the Third French Republic, on 10 July 1940, in World War II as the parliament gives full powers to 84-year-old Marshal Philippe Pétain.
