Scenes shot on a Wednesday afternoon in the South Bronx, New York City. View from car driving slowly uphill on Eagle Avenue heading towards 149th Street in the South Bronx, New York City. Among cars parked at the left side of a one-way street, is a 1957 Chevy that has been stripped of its tires and wheels. Apartment buildings line the street. Residents are out and about walking on the sidewalks. One man has the hood up on his big-fin 1960 Plymouth Fury automobile. Closeups as the camera car drives past some residents. Closed business establishments have heavy steel gates locked across their doors and windows. A sign advertising Ballantine beer is mounted on a building. Below it someone has painted message with partial words:"...Jtch Unknown Sinners." Small glass blocks have been broken out of an adjoining building. Camera pans down an apartment building on Crimmins Avenue, following path of external fire escape ladders. A number of people are gathered socially on the apartment house steps. A group of mixed age men play a game of stick ball in the street. A car turns into the street hugging the left side of the road to avoid interfering with the ballgame. Closeups of some players, as one (unseen) is recorded speaking about the game. (The narrator notes that this is filmed on a Wednesday afternoon in the middle of a "work week.") Camera pans people "hanging out," in the vicinity. Two men walk along the edge of an apartment building roof. A dog walks past a man tearing up a cardboard box. Men seated alone, on a fire escape; on a park bench; in a doorway; and on a box in front of a store. Boys playing frisbee and two with baseball gloves, playing catch. Police cars: one parked at a curb and one driving along the street. A young man wearing a sweatshirt with "Latin Crowns" written on it, goes into a building. Outside, another youth, in similar sweatshirt, does pull-ups on a bar at the bottom of a fire escape. A boy swings on the bar. Juvenile delinquency: Several boys start fighting and an older one steps in to break it up. A boy inhaling illegal drugs or chemicals from a paper bag, or using it to hyperventilate.

On March 15, 1965 U.S. President Lyndon B. Johnson addresses a joint session of the Congress to urge the passage of new voting rights legislation in the United States. Members of the Congress applaud. President Johnson addresses that government will treat every citizen equal. Every American will be given equal opportunity and every American citizen must have an equal right to vote in the Voting Rights Act.

Newsreel opening slate reads: "Roosevelt Re-elected." President Franklin D. Roosevelt is seen in the back seat of an open car, accompanied by his wife, Eleanor Roosevelt and The President's mother, Sara Ann Delano Roosevelt, as they arrive at the town Hall in Hyde Park, New York, to cast their ballots in the 1940 Presidential election. Inside the hall, the President signs a voter registration log and is then seen entering a voting booth. Closeup of him with his mother and wife smiling after casting their ballots. View shifts to the President's car with license plate number 101, as they drive away, with Secret Service agents riding the running boards. Scene changes to New York City, where uniformed policemen control a large crowd gathered around a car carrying Republican Presidential candidate, Wendell Wilkie. He acknowledges the crowd of fans and then enters a voting booth to cast his ballot. As he leaves the polling place he again acknowledges the cheers of his supporters. Another change of scene shows an unidentified politician exiting a polling place and waving to a crowd. This is followed by a view of former New York Governor, Al Smith, who supported Wendell Wilkie. He is seen on a street, waving his hat. His wife, Catherine Ann Dunn smith, stands behind him. Next, several people are seen lined up outside a polling place. Inside, New York Mayor Fiorello LaGuardia is seen signing a registry of voters. Camera focuses again on Al Smith and his wife. He has a stogie (cigar) in his mouth and she wears a corsage and picture of Wendell Wilkie. Several views of unidentified political figures casting ballots. A room filled with reporters and photographers where election returns are being tabulated on a large board. Signs identify the news organizations, such as United Press and Associated Press. A group of persons occupying desks in an area with sign reading :"Tabulators." Closer view of the large board where returns from various voting precincts are being recorded in real time (1940 election). This the Republican Party headquarters. One side of the board has a picture of Wendell Wilkie and the other of his running mate, Charles L. McNary. People napping in some corners of the room as the night progresses. Final scenes show crowds in New York City's Times Square, celebrating the re-election of Franklin D. Roosevelt. News in lights on the New York Times building first spell out: "Roosevelt Carries New York," followed by "Re election of President Roosevelt." Cheering crowd gathered outside the Roosevelt Springwood estate in Hyde Park, New York. The Roosevelt family gathered together in front of the family home.
