Early efforts at controlling traffic in American cities crowded with automobiles, trucks, streetcars, and pedestrians
Automobiles, pedestrians, and street cars, attempt to negotiate the completely uncontrolled intersection of South Broadway and 7th Street in Los Angeles, California, in the early to mid 1920s. Bank of Italy (later the Bank of America) occupies the northeast corner of the S Broadway and 7th Street intersection. Scene shifts to New York City where a mounted police officer controls traffic at a busy intersection. He stops traffic in one direction, allowing crowds of pedestrians to cross and cars and street cars to proceed in other direction. In a quieter city, cars are parked in center of roadway and along curbs. pedestrians move on sidewalks and traffic moves easily. In a major city, Police officer stands in center of street and stops traffic for very large group of school children waiting to cross. They all run across when he gives them the OK. At another location, a policeman is posted at an intersection with a signal device to indicate "Stop" and "go." Scene shifts to an intersection in city of Detroit, with "Stop" and "Go" signal at corner. A woman crossing the street is almost hit by a car, but pulled out of its way, by a Detroit City Policemen posted in the center of the street. In another town, a policeman is seen in an elevated post at center of a street, with "Stop" and "go" signals under his control. Sign at front of the post reads: "Drive Safely Walk Right." Truck (with cyclist hitching a ride on the tailgate) proceeds with other vehicles on the "go" signal.

Several trucks and automobiles carrying Japanese-Americans citizens are stopped and directed to the side of a highway, where policemen search their personal baggage (during time in World War 2 when the U.S. government was sending many Japanese-American citizens to internment camps or relocation centers). Police officers being directed by officials in civilian clothes, search open suitcases and other containers of clothing and personal items, laid out on the pavement. The Japanese American owners repack their suitcases after they are searched. One truck open stake truck is carrying many items of luggage and clothing rolled up and tied. These are all off-loaded and spread out on the pavement for search. A Japanese American woman stands near a 1937 Chevrolet 4-door sedan, in which children are seen looking out from the back seat. The woman helps a man roll up a bundle of clothes, as a uniformed policeman, nearby, searches another one. The woman and and two men repackage and tie the bundle with cord, as a policemen looks in the car trunk. More views of Japanese Americans with their luggage laid out on the pavement being searched. One woman has belongings tied up in a cardboard box labeled: "Sunland Biscuit Company, Los Angeles & San Francisco." Under direction of a civilian official holding a walkie talkie telephone, a policeman helps people load their belongings into an open truck after they have been searched.

The police officer pulls over the motorist and is seen writing a ticket for the woman driver in the car. A police officer on foot stands at a busy intersection and gives hand commands to control traffic at a bend on highway. Winter time views show a a big snow plow as it removes snow from highways during winters. Many 1920's and 1930's automobiles, including cars, trucks, and buses are seen on American roads and highways. A car passes on a bridge. Cars drive on a four lane. Next scene shows the Statue of Liberty as seen up close from an approaching boat. Final scene shows Bandmaster and United States Marine Corps band as they play. The conductor turns and takes a bow.
UAW-CIO negotiates 1st National Wage Pact with GM after striking over the issues
Opening Slate reads,"Fisher"( overlaid on "Pontiac") The United Auto Workers (UAW) Pontiac strike committee is seen in discussions. Several wear hats reading,"Local 594." They discuss their strike at the Fisher Body plant in Pontiac, Michigan, and General Motors (GM) Company's intent to bring in Strike Breakers. View of union members on a picket line outside the factory. They swarm over a car carrying Strike Breakers, determined not to allow them through, even pushing it backwards. Uniformed policemen forcibly enter the fray and try to prevent the strikers from denying access to the plant. Men and women strike supporters looking on. Strikers begin to rock a Strike Breaker car. Opening scene shows police officer removing a sick person, on a litter from a Pennsylvania Railroad train at a station and placing them gently on a railway cart. A uniformed U.S. Army Military policeman helps them. Next, Japanese Nationals and Issei families with many small children are seen leaving a train and walking along a railway platform. A Red Cross woman in white stands behind an ambulance, where a newborn infant lies on a litter. Policeman carry two women on litters and place them in the ambulance. The newborn baby is being cradled in the arms of the Red Cross woman. A Japanese family climbs aboard a bus. Railway workers transport travelers' baggage on a large cart. Police stand near by as a U.S. Army Military policeman boards a bus filled with Japanese to be repatriated to Japan. Two MPs watch as Japanese to be repatriated climb aboard another bus. A group of Japanese men enter a bus, followed by Armed U.S. Army soldiers who also board. An official guides a train to a stopping point on a train station. A large group of men to be repatriated to Japan step from the train under guard by many armed U.S. soldiers.
