People applaud. He says that Americans must simplify our tax system, make it more fair and bring rates down for all who work and earn. He emphasizes the need to take further steps to permanently control Government's power to tax and spend, returning responsibilities to the people, state and local governments, reducing dependency and upgrade the dignity of those who are infirm or disadvantaged.
