He says that the Soviet Union has conducted the greatest military buildup, building arsenals of offensive weapons. He says that we have made progress in restoring our defense capability. But much remains to be done. There is only one way to reduce the cost of national security, and that is to reduce the need for it.

He says that he has approved a research program to find a security shield that would destroy nuclear missiles before they reach their targets (this later became the Strategic Defense Initiative or SDI, or so-called Star Wars initiative). It would help demilitarize the arsenals of the earth. He says that there will be a meeting with the Soviets hoping to agree on a way to rid the world of the threat of nuclear destruction. He also says that all the Americans will work together for achieving success.
