Nationalist Chinese Kuomintang (KMT) troops occupying Teng-Chung (also Tengchong or Tengchung), a city in Yunnan province, on the Burmese border, during World War 2. The town is devasted by effects of war. A column of Chinese soldiers walks through the wreckage. The Chinese are seen carrying wounded soldiers on litters, down the hill from a fortification. Some ambulatory wounded are seen. Medics treat wounded Chinese soldiers lying on the ground. Dead Japanese soldiers are seen lying in trenches. A Chinese soldier reaches into the pocket of a dead Japanese soldier and pulls out a large Japanese flag. A column of the Chinese troops marches through a less damaged area.

(He has been dispatched to China by President Truman, in attempt to facilitate peace between the the Chinese Nationalists and the Communists.) Chinese police and U.S. Military Police, have set up lines to control large crowd of American service personnel in uniform who gather to greet General Marshall as he enters the Cathay Hotel.

Arat Baptist Church. House is being refurbished as a school. Charts depict that the state government provides only the small salary to the teachers and nothing for facilities at the school for black students. Pupils of this school are seen gathering on the front porch of the school, which has limited basic infrastructure and inadequate facilities, including no toilets for the students. (As the students and teachers gather on the porch, the last man walking out behind them and crossing the porch is Thurgood Marshall, who was documenting these conditions on film during a trip together with Charles Hamilton Houston). Next scene shows a building close to this school that is not in use but has not been given to the black school. Views of nearby school for white students called Richberg School (or possibly Richburg School), 2 miles away, which enjoys good facilities. Allied Military Government battles black market and corruption affecting Italian food and agriculture during World war II
Challenges faced by the Allied Military Government while trying to reestablish Italian self reliance in agriculture during World War 2. Film opens showing Italian-sourced food supplies being delivered, as Narrator discusses problems of black market. He notes that Italian wheat growers who fail to declare excess grain are raided. Officials are seen entering and seizing grain from warehouse of such a grain merchant. Loaded trucks pass checkpoints set up on highways. View of official examining bill of laden from a truck being checked. Armed Italian Carabinieri ride on trucks of grain to prevent pilfering. Glimpse of AMG officials as narrator speaks of strict rationing system. Italians at a table, counting out ration coupons. Ceiling prices of all commodities seen posted at public places in Sicily. Views of Financial institutions in Italy, during oversight by the Allied Military Government (AMG) in World War 2. Seen are buildings of the National Bank of Lavoro and The Bank of Sicily, that were undamaged by bombing. Inside a financial building, American soldiers are lined up to obtain "scrip" (special currency issued by the Allied Military Government). Sign at the cashier window reads: "currency exchange." A soldier holds a piece of Scrip. American soldiers making purchases from street vendors. One eating and apple he just purchased. Men working under AMG auspices to bring a damaged electric power plant back on line again. A steam locomotive begins pulling a train out of a station, as Italian railroad operations resume again under administration of the AMG. Passengers look out the windows as the train passes the camera. On a street corner, a man obtains a copy of a newspaper (Sicilia Liberata) as a free press reappears under the AMG. Churches are seen including one with a large gathering of persons outside. Red Cross workers are seen among others making their way across a makeshift passageway near a destroyed bridge. Other general scenes of Italian citizens living under the administration of the AMG.
