Opening scene shows formation of Japanese Mitsubishi Ki-21 bombers in flight over altocumulus clouds. Change of scene shows several Kawasaki Ki-10 Biplane fighter directly overhead. Next, a Japanese Kawasaki Ki-10 engages a Chinese Fiat CR.32, in a dogfight, and shoots it down. The Fiat spirals down. Change of scene shows bombs or shells bursting on the ground followed by a Kawasaki Ki-10 climbing in cloudy sky. A Japanese single-engine high-wing liaison airplane in flight, displaying "28" on both wings. Another high-wing monoplane (this one with radial engine and wheels partly tucked into fuselage) flies past some trees. (Views of munitions exploding on the ground appear occasionally throughout the film between shots of aircraft.) A Kawasaki Ki-10 dropping bombs. The Japanese Imperial Navy fleet in review, attended by Emperor Hirohito
Emperor Hirohito visits the Yokosuka Naval Base. Soft background music of orchestra playing "Kimi ga Yo," the Japanese national anthem, is heard during this segment of the film showing Emperor Hirohito in formal attire, including top hat, as he walks following the Japanese rising sun flag, in the company of Japanese naval officers, past an honor guard of Japanese sailors. (Civilians stand against building in background.) At one point, the officers and the Emperor turn, bow, and salute, and the the Emperor removes his top hat . He then carries it as they proceed. The group walks down a gangplank to a dock. The harbor is filled with steamships and various vessels. Momentary glimpse of the Kongō class fast battleship Hiei anchored in the harbor. The Emperor and party board a motor launch flying the rising sun naval ensign. They stand as it pulls away into Tokyo harbor. Adolf Hitler's first speech as Germany's Chancellor, given at the Sports Palace or Sportpalast (Ehemaliger Standort Sportpalast Berlin, Potsdamer Str. 172B, 10783 Berlin, Germany) in Berlin, Germany. A large banner is hung across the hall behind the speaker's stand, reading: "Mecht Deutschland vom Marxismus Frei" (Make Germany free from Marxism). Hitler, in khaki uniform, makes his way to the podium through cadre of uniformed Stormtroopers who act as an honor guard. A crowd applauds and many give the Nazi salute to Hitler as he speaks to them.

U.S. Lieutenant General Jacob L. Devers, Commander of U.S. Army Forces in Europe, and Major General Ira Eaker, Commander of the U.S. 8th Air Force, escort a British official visiting an air base in the UK. The official speaks momentarily with U.S. ground crewman. Then a U.S. Lieutenant Colonel escorts him in a walk around a B-17, named "Delta Rebel" while the Generals and others stand nearby.(Captain Robert K Morgan, Pilot of the "Memphis Belle" is a member of the visiting party.) The British Official has an extended dialog with escorting officer. All members of the visiting party begin climbing aboard a C-45 aircraft. Change of scene show the party walking from the C-45 past an honor guard. General Devers greets several Air Corps officers standing in a line. He is followed by the British official, with his Lt. Col. escort. Generals Devers and Eaker speak with the Lt. Col. escort and then General Eaker walks with the official to a waiting car (appears to be a 1938 Packard sedan). The official enters the car and drives away, followed by American staff car and another vehicle.

King George VI and Queen Elizabeth of Great Britain are escorted by Lieutenant General Jacob L. Devers, Commander of U.S. Army Forces in Europe, and U.S. 8th Air Force Commander Ira Eaker, to meet the crew of the B-17 "Memphis Belle." They and their party stroll across the airfield to the aircraft, which is parked with its crew lined up in front. The King and the Queen speak with each member of the crew. General Eaker explains some aspect of the aircraft to King George. The Royal party enters their car and departs, passing a parked British bomber on the way.
