Exterior view of U.S. Supreme Court Building in Washington, DC. Its address is One First Street, and it is bounded by East Capitol Street, Second Street, and Maryland Avenue. Seen are the 16 marble columns at the front entrance. Above them are an elaborately carved pediment., and below it, the architrave inscribed with the words: "Equal Justice Under Law." Two statues, by sculptor James Earle Fraser, flank the main steps. One is a female figure called "Contemplation of Justice." The other is a male figure: "Guardian of Law." An American flag flies from tall flag pole in front of the Supreme Court Building. Final scene shows exterior of the National Archives Building in Washington DC.

Opening slate announces 11 million Americans to bear arms (in World War 2.). U.S. Army Chief of Staff, General George S. Marshall conversing with Chief of Naval Operations, Admiral Ernest King. Next, Admiral King is seen standing with Commanding General of the U.S. Army Air Forces, Lieutenant General Henry H. (Hap) Arnold, and Admiral William D. Leahy, Chief of Staff to the President of the United States. Scene shifts to a graduating class of cadets from the United States Military Academy, at West Point. They are seen receiving their diplomas. West Point cadets are also seen cheering at an athletic event and in several views of them marching in formations on different occasions. Views of cadets from the U.S. Naval Academy, at Annapolis, Maryland, on parade and at a graduation ceremony in Dahlgren Hall, where each receives a diploma and they toss their hats into the air at the end of the ceremony. Cadets at Quartermaster School at the Harvard School of Business are seen receiving instruction in how to manage army camps. They learn how to supervise camp kitchens. Students at Cornell University in a nutrition department laboratory are working to create vitamin rich, compact foods to be condensed in small blocks and carried in aviator kits. At a University of California laboratory, a students works to dehydrate foods to one fifth of their former size. Dehydrated fruits and vegetables are shown being weighed. African American students are trained at Hampton Institute. They are seen in the classroom, in a science laboratory, and working in a machine shop turning out war materiel. African American students learn welding in a shop classroom, and then some are shown working at shipyards. Men work with field equipment. Training of ROTC cadets is given at many schools including Perdue University. Cadets handle modern rifles, military vehicles, and learn artillery skills.
