He emphasizes the need to take further steps to permanently control Government's power to tax and spend, returning responsibilities to the people, state and local governments, reducing dependency and upgrade the dignity of those who are infirm or disadvantaged.

But much remains to be done. There is only one way to reduce the cost of national security, and that is to reduce the need for it.
