Dignitaries and people in courtroom stand up as the judges arrive and take their seats. Session of trial begins. Views of prosecution desk and tribunal seen in turns. Hans Albin Rauter is being questioned by judges. 1942, 1943, or 1944 flashback scenes of Jewish, Dutch civilians being rounded up and deported on railroad trains to forced labor camps and concentration camps, while in background audio the prosecutor reads the charges. The round up footage first shows Jewish families with women and children being directed onto trains at a train station. A subsequent shot shows Jews exiting cramped railroad train cars and being lined up under Nazi guard at concentration camp. Documents about crimes committed by the accused are shown. Another man enters the courtroom, takes the oath and is questioned by the tribunal. The man is a supervisor of slave labor prisoners working for the Germans, and at the time of the trial was detained at a Rotterdam Penitentiary.

Film begins showing a passenger train moving through landscape, empty except for some cattle grazing. The setting is Texas, the United States, during World War 2. A young boy is on the train, wearing a a British school uniform (or possibly Norwegian school uniform), with short pants. He sits with his knees up, reading a book about the American West. Other books about the West are on his seat. Scenes from movies of the West that are in the boys mind are shown. They show vintage western film reenactments of stage coaches being defended; cowboys riding en masse; cowboys fighting Native American Indians; teams of horses pulling stage coaches; gun fights in various places; exterior of the "Last Chance Saloon"; and a cowboy riding a bucking horse in a saloon. As the train arrives at his destination, the boy readies and leaves the train. A man in a 10 gallon hat meets him and shakes his hand. Camera pans over landscape containing a single ranch or farm house. The boy is seen running all around the property. A tractor pulls a disc cultivator over some of the land. Now dressed in a western hat and long pants, his host takes him to meet one of the ranch hands who is working on an automobile. They walk by a man driving a tractor. Next they visit a man shoeing a horse. They wave at some men using hand tools to cultivate some crop. They walk past a tall windmill. Cattle are seen grazing in a field. Next scene returns to an art studio view, with African American painters at work. Final scenes show a Harmon Communities map depicting Long Island in New York, and view of a train passing slowly through a switch yard area or marshaling yard.

Views of parkway in Morningside Heights, uptown New York City. Luxurious buildings line the roadside. Several cars drive on the highway. A double-decker bus, filled with people on its upper deck, drives along the road. It displays a sign at its front reading: "5th 11E 57th St." A Mercedes-Benz logo appears on the front of the bus. Camera shifts to view from front of a train moving on the Harlem "L" (elevated train). It follows a track descending beneath the upper level line and continues, merging with another line descending from the highest level. All the lines now run beneath bridges over the railroad. A train approaches from the opposite direction entering beneath the bridge structures. the camera train continues toward a station where a passenger waits on the platform.
