Film describes administration of LSD (Lysergic acid diethylamide ) by the CIA (Central Intelligence Agency) during Project MKUltra. A trial of Dr. Joseph. Cornell University Medical Center where CIA secret commissioned study of communist brainwashing took place. Dr. Lawrence Hinkle explains the Russian methods of controlling and breaking a person. The purpose of the study is to find out the communist brainwashing techniques. The CIA documentary shows that they were interested in making mind control techniques on their own and to pre condition and control the Chinese in their homeland. News correspondent Paul Altmeyter questions Dr. Lawrence about the project and he answers. Documents show that the CIA was interested in developing more agents on whom they may have control, agents who were to perform test contrary to their own good. A Manchurian candidate who is been brainwashed is on a bed and is controlled by others. John Gittinger, Ex Chief Psychologist CIA, speaks about the brainwashing technique. Dr. Milton Kline , a psychologist ; a clinical and experimental hypnotist and a consultant to the CIA talks about the candidate under hypnotism. A Manchurian candidate is hypnotized and forced to perform a destructive act. John Gittinger says that there is no use of hypnotism and Dr. Kline gives his views. Another target for the Manchurian candidate was Casro. In the end it was decided that the Manchurian candidate is not feasible and research on mind control continued. A personality assessment system designed by John Gittinger to check how a human will behave. John talks about the system he designed. His system had many uses in the intelligence work.

Draft and mobilization activities for U.S. Army soldiers during World War I in 1917-1918. American World War 1 military recruits take a shower and undergo medical examination. Recruits lined up as doctors with stethoscopes perform physical examination. Those who pass the examination are injected by doctors "with 6 million germs" and their finger prints taken. Men and women at Adjutant General's office maintain the records of the recruits. Back in the U.S., view of a new tank rolling into final assembly at a factory, and bullets being manufactured and poured into large containers in a munitions or ammunition factory. Narrator covers various precautions to be taken in case of a gas attack while at home, and actors depict: Closing the windows and other openings in the house. Woman seals kitchen exhaust fan. Man checks and closes fireplace flue in house. A man and woman move upstairs in the house to escape fumes. Air Warden sounds alert using a spinning handheld device, and asks people to stay indoors. Clothes affected by gas attack are left outside a house. Liquid gas removed from the skin by blotting with a tissue. Exposed skin cleaned and rinsed with bleaching solution. A baking soda solution containing water used to irrigate eyes. Man takes a shower and soaks himself up. Nose irrigated with baking soda solution. In case of unavailability of first aid one must take a bath. Woman takes a shower and rinses face and eyes. War scenes including a German Luftwaffe aircraft hit and diving toward ground. Preparing drilling bit and drilling for oil in the United States

Sharpening an oil drilling bit. A worker holds hot steel oil drill (bit) with tongs. Another worker pounds it with a sledge hammer. A fish tail is fashioned into the bit.The newly sharpened fishtail bit,now fastened to the end of a drill shaft, is lowered into the drill hole. Then a heavy steel pipe is forced down into the drill hole. Roughnecks fasten the new section of pipe to another above it and lower the pipes and drill into the hole. At a depth of 2300 feet, The well yields muddy water with traces of oil in it. Supervisors, in a group, check carefully for the presence of oil.
