Diplomats and officials attend ceremony to celebrate creation of new State of Manchukuo.
Several men stroll along a path in the park, on a warm day, in Harbin china. A pavilion is seen, decorated with small flags of many nations, including, among others: Japan; Turkey; the United states; Egypt; Greece; and Great Britain. (Although the United States and most other nations did not ever formally recognize the independent State of Manchukuo, the U.S. and others maintained consulates in Harbin and had a number of their citizens residing there.) Attendees walk to seats in an open theater in the park. It contains seats and benches. A formation of Japanese bi-wing bombers flies overhead. Tables for Manchukuo officials and special guests are on a raised platform. The backdrop is decorated with two crossed flags of the new Manchukuo, flanking a picture of its new leader, Manchurian former emperor of China, Aisin-Gioro Pu-Yi, also known as "Henry Pu-Yi" (or Puyi). The event proceeds with speeches and applause from the attendees. Two large Manchukuo flags are stretched out from the gateway of the park. A tram (street car) passes along tracks and powered by overhead electric wires. The tram is decorated with numerous small flags. First Director of the Federal Bureau of Investigation (FBI) of United States, John Edgar Hoover awarded a Medal in the United States. An official of the Boys Clubs of America addresses the attendees. He states that Hoover is only the second person to receive the Medal after John Hays Hammond in 1934. He talks about a poll at the New York Boys' Club that depicts Hoover as an inspiration to the youth. He reads out the citation and presents the medal to Hoover. Hoover accepts. Workers march carrying various signs, including: "Fur workers demand a better union contract", and "Furriers Women's Community". Other signs include: "Defend the Twelve," and "Save Willie McGee" (African American convict accused of raping a white woman), and "Repeal McCarran Law", and "Willie McGee shall not die". Anti-Communist crowd on sides of street yells at protestors and taunts them. Crowd suddenly surges as a fight breaks out on a street corner. Police break up the fight. The protestors are marching under the auspices of New York State Communist Party in New York, United States. More shots of onlookers yelling at demonstrators and jeering, as they stand in front of a Newman's 5 and 10 cent store. Horse mounted police restrain crowd yelling and pushing toward the marching demonstrators. More marchers and a sign "Art students for peace." Some people march with American flags in their hands.

United States Ambassador to UN Adlai Stevenson condemns the Tsar Bomba nuclear explosion by the Soviet Union. The United Nations meeting hours after the Soviet Union detonated a super-bomb in a nuclear weapon test. U.S. Ambassador Adlai Stevenson condemns the nuclear explosion by Russians. Stevenson says that this experiment is a threat to 78 countries, with environmental pollution and radioactivity. Stevenson says, "As he said he would Mr Khrushchev has exploded his giant bomb in cynical disregard of the United Nations. By this act the Soviet Union has added injury to insult They broke the moratorium on nuclear weapons testing. They have raised atmospheric pollution to new heights. They have started a new race for more deadly weapons. They have spurned the humanitarian appeal of the United Nations and of all peace loving peoples. They have advanced no solid justification for exploding this monstrous and unnecessary weapon. They have been wholly unmoved by the dangers of radioactive fallout to the human race. The United States delegation deeply deplores this contempt for world opinion. We think that in the light of this somber development other delegations may wish to express their views on this shocking and distressing news. For today, Mr. Chairman, the world has taken a great leap backward toward anarchy and disaster."

Castro welcomes Nikita as his car arrives down town, at hotel, on street. The United Nation's meeting spot building. Castro arrives at the 15th meeting of the United Nation's General Assembly. He comes forward for speech. He gives the longest speech in general assembly of the United Nations meeting, 4 hour long speech. Fredrick Henry Boland, President of the General Assembly interrupts him when he attacks the United States Presidential Candidates. Castro supports soviet ideology and Chinese admission to the UN.
